They are all very simple. .vl2 files get extracted into the GameData/Base folder. For the Osiris Pack, just copy the contents of the folder (audio, scripts etc) to the base folder as well.
When you launch Tribes 2, select the Osiris Pack as that has controls for all the packs at once.

PS: For those wanting to get the sound clips for personal use, .vl2 files can be opened by anything that can open .zip.
